He retired last year from the Sheriff’s Office, but continues working in law enforcement with a neighboring agency. Doug was instrumental in the development of countless SET members. In addition to his ability to mentor and lead, Doug was also one of the driving forces that helped create the SBSET Support Foundation. Had it not been for Doug’s forward-thinking, the Special Enforcement Team would not be in the position that it is today as the premier tactical team in Santa Barbara County. Doug, thank you for your service to the County of Santa Barbara, County Search and Rescue, the Special Enforcement Team, the Support, Foundation, and for all of your guidance over the years.</image:caption>

      <image:caption>Andy Long was recently promoted to the rank of sergeant. Andy was a long rifleman and one of the senior members of SET. Andy rotated back to patrol, and his tactical experience was evident when his Coastal Stations patrol squad responded to a critical incident in May 2025 in Montecito. Under Andy’ s leadership, his squad was able to appropriately respond to a violent, in-progress call, and safely apprehend the suspect. Andy has been able to take his experience from SET and share it with the patrol squads at his station. This leads to more capable, better trained deputies protecting the citizens of Santa Barbara County. Keep up the great work, Andy!</image:caption>

Dave could always be counted on to take on the mentor role for new members assigned to SET. Austin was the ultimate medical professional and honed his skills during his time with SET. Austin also showed deputies several “tricks of the trade” when it came to various breaching capabilities being used in the fire service, and how they could apply in a tactical setting. Austin’s dependability and hard work will be missed, but we know he will continue to be an ambassador for bridging the gap between law enforcement and the fire service in his current firefighter-paramedic duties. After several efforts to get the suspect to surrender, the team was able to locate the suspect sleeping in a detached outbuilding on the property.       <image:caption>In August, the Special Enforcement Team was requested to respond and assist Goleta Patrol with an armed and barricaded subject in the 6000 block of Hollister Avenue. The location, formerly the Super 8 Motel, is now run by the Housing Authority of the Santa Barbara County. One of the residents violently attacked another resident. The suspect then threatened to stab responding deputies and armed himself with various knives, improvised weapons, and broken chards of glass. After hours of several attempts to de-escalate and get the suspect to comply and surrender, SET was ultimately able to arrest the suspect and secure the location. The suspect obtained medical treatment from SET County Fire paramedics on scene. He was then transported by AMR to a local hospital prior to being booked into county jail for multiple violations.</image:caption>

      <image:caption>In June, UCSB PD and administrators requested the assistance of the Santa Barbara Sheriff’s Office for the removal of pro-Palestinian protestors that took over Girvetz Hall on campus. The protestors vandalized the building, barricaded points of entry, and were unwilling to surrender to school authorities. The Special Enforcement Team was activated and tasked with clearing the building, securing any remaining trespassers, and turning the building back over to UCSB authorities. UCSB made several warning announcements to vacate Girvetz Hall, and the occupiers fled before the arrival of SET. The building was searched and then turned over to UCSB without further incident.</image:caption>

      <image:title>Newsletter - THW Vol. 2, Issue 2 - Retired Sgt. Jim Carroll passed away after a long battle with cancer on January 26, 2024. Jim was a sergeant on the Special Enforcement Team from April 1993 to October 1995. Jim was also instrumental in incorporating paramedics into SET; a practice that continues to this day and provides SET the most advanced medical capabilities of any team in the county. In addition to SET, Jim worked in Detention &amp; Corrections, Patrol, Narcotics, Intelligence, Rangemaster, Courts, and Civil Bureau. Jim is survived by his wife, Laura, and his children, Amanda and Tim. He also leaves behind two grandchildren. Thank you for your dedication and time to the team, Jim. Your impact is still felt over 30 years later.</image:title>

      <image:caption>In January, Santa Maria Patrol Deputies were dispatched to the 800 block of Blake St. for a subject that threatened his family with a firearm. The suspect refused to surrender. Patrol deputies evacuated family members and neighboring residences and set up containment. SET was activated to respond based on the circumstances of the call. After a four-hour standoff, a confrontation with the suspect occurred at the suspect’s backyard and resulted in a deputy-involved shooting. The suspect was shot and succumbed to his injuries.       <image:caption>The Special Enforcement Team is constantly striving to ensure the team’s protocols and procedures reflect current best practices for tactical teams.  In February, four SET members traveled to Phoenix, AZ to train vehicle-related tactics with Phoenix Police’s Special Assignments Unit (SAU).  Phoenix PD SAU is a full-time SWAT team, and they are activated over 400 times per year.  SAU is extremely proficient in vehicle-related tactics, and they were more than willing to share their knowledge with SET.  Members were able to drill various scenarios and complete several repetitions on the tactics taught by SAU.  SET is grateful for the hospitality shown by SAU and look forward to sharing the knowledge and learned skills with the remainder of SET.</image:caption>

      <image:caption>In December, the Santa Maria Police Department planned multi-location warrant services related to a homicide that occurred in the city a couple of weeks prior. SMPD SWAT reached out to SET to handle the warrant service in the 700 blk. of Arora Way. SET safely executed the warrant service and arrested a juvenile in connection with SMPD’s investigation. SET takes pride in the positive working relationship with our partner agencies, and we are always willing to assist in any capacity.</image:caption>

      <image:caption>In November, SET members from the Long Rifle Team participated in the 2023 Sniper Adventure Challenge.  The competition involved land navigation, long-range rifle, carbine, and pistol shooting, fieldcraft, problem-solving, physical challenges, communication, target recognition, memory, and other related tasks.  Two-man teams navigated 30-60+ miles, on foot, while carrying a 50-60 lb. pack to complete the course. The course ran for 36 consecutive hours and was physically demanding.  Temperatures ranged from the upper 80s during the daytime to freezing overnight.  The shooting stages were very challenging with strict times, varying distances, and minimally supported shooting positions. SET members learned valuable takeaways from being able to compete in the Sniper Adventure Challenge. Lessons learned will be incorporated into a future training day so that the all of SET will benefit from the experience.</image:caption>

      <image:caption>Stabbing Suspect Apprehended in Goleta In August, Goleta Patrol deputies were dispatched to the 5900 block of Encina Road. A female suspect stabbed a male victim. The male was transported to a local hospital; however, the female barricaded inside an apartment. After unsuccessful negotiations with the suspect, SET breached the front door. The suspect was immediately located inside the apartment and taken into custody without incident.</image:caption>

      <image:caption>In April, a subject went to Santa Rosa Island with the intention of taking his own life. Fortunately, the subject changed his mind. The Air Support Unit was requested to rescue the individual, and a member of SET was requested to assist due to the nature of the call. Additionally, the subject was found to have recently purchased a handgun (which was later found in his backpack when contact was made). The subject was contacted on the island without incident, transported to Santa Barbara Airport, and connected with mental health professionals to receive appropriate care.</image:caption>

      <image:caption>In April, a suspect fled from pursuing law enforcement officers in Iowa, evaded capture, and returned to his hometown in Santa Barbara County. The suspect was considered “armed and dangerous.” SIB detectives were able to locate and surveil the suspect. A plan was enacted by SET and the suspect was apprehended without incident. A loaded and suppressed semi-automatic pistol was located following a search of the suspect's vehicle.</image:caption>

      <image:caption>The Special Enforcement Team has been called upon several times over the past few months to assist with apprehensions and warrant services.  In December 2022, Kern County Sheriff’s Office contacted the Santa Barbara Sheriff’s Office to assist with a kidnapping investigation.  Based on the circumstances of the case, SET was activated.  The investigation took the team to a location in Guadalupe, where arrest and search warrants were safely served.</image:caption>

      <image:caption>In January, the team was contacted by Santa Barbara Police Department to assist with the arrest of a suspect connected to a homicide that occurred at Stearns Wharf in December 2022.  SET maintains an excellent working relationship with our allied partners and were happy to assist.  A multi-location warrant service was executed by SBPD and the Santa Barbara Sheriff’s Office.  SBSO SET was able to safely take their suspect into custody in the 500 block of W. Canon Perdido Street.  SET appreciates being able to help our allied agencies to ensure community safety.</image:caption>

      <image:title>Newsletter - THW Vol. 1, Issue 1 - Santa Maria Attempted Kidnapping</image:title>
      <image:caption>In January 2023, SBSO deputies responded to an attempted kidnapping involving the use of a firearm.  The suspect fled the scene prior to the arrival of deputies.  After extensive investigative efforts by detectives and patrol deputies, the suspect was located in a vehicle in Santa Maria.  SET was activated and created a plan to contain, and arrest, the suspect as he was parked and sitting in his vehicle in a Denny’s Restaurant parking lot.  The suspect ultimately complied and was taken into custody without incident.  A search of the suspect’s vehcile yielded a pistol loaded with a high-capacity magazine directly under the driver seat.</image:caption>

      <image:title>Our Mission - Our Mission</image:title>
      <image:caption>The Santa Barbara S.E.T. Support Foundation Inc. is a 501c3 nonprofit organization. The foundation was formed to bring together charitable donors, community leaders and nonprofit organizations in support of, and to encourage philanthropic support of Santa Barbara County Sheriff's Deputies, by providing training and equipment, all with the goal of enhancing the quality of service and safety for the communities served. Our Purpose The foundation’s purpose is to educate and inform the public of the importance and necessity of the Special Enforcement Team, and the role it carries in the public safety of our citizens. The foundation seeks to provide financial support to allow for the critical services provided by the S.E.T. to the Central Coast communities and beyond. Support to the S.E.T. Foundation will allow the acquisition of highly specialized equipment necessary to respond to the most difficult scenarios while keeping citizens and deputies safe. Additionally, the foundation seeks to provide specialized training and the advancement of education for the members of the S.E.T., other department members and neighboring tactical teams.</image:caption>
